PUBLIC NOTICE OF PROPOSED CHANGES TO CHAPTER 11, WORKPLACE
SAFETY CONTRACT RULES OF DEPARTMENT OF WORKFORCE SERVICES,
WYOMING WORKERS’ COMPENSATION DIVISION
PUBLIC NOTICE IS HEREBY GIVEN that the Wyoming Workers’ Compensation
Division proposes revisions to Chapter 11, Workplace Safety Contracts. This rule was
last updated on 11/1/16. The formatting and titles have been updated for ease of use and
understanding. The following is a list of the substantial changes:
Section 3 – Definitions.
• Added “Administrator” and “Panel” definitions.
• Minor changes to (b), (c), (d), (f), (g), (h) and (j) for clarification
Section 4 – Title Changed from Workplace Safety Contracts Program to Application
Process and Eligibility Requirements
• Added to Eligibility (a) – stating the applicant needs to be in good standing with the
Department at the time of application and during the contract payment.

• Added (a) (i) – stating there will be a preference given to applicants who are currently
enrolled in workers’ compensation’s safety discount program, drug-free workplace
program, health & safety consultation discount program and/or the deductible
program.
• Deleted the former (b) – Trade Secret Confidentiality Provision
• Section 4 (b) (vi) – Non-allowable Items – this list has been reduced and clarified
from the original list. Items added are: (Q) health or safety subscriptions, including
magazines and video libraries; and, (R) any equipment or training purchased prior to
the application submission or prior to contract executions.
Section 5 & 6:
• Deleted Section 5 Appeals. Changed it to Section 4 (d) and renamed it Denial of
Application.
• Added a new Section 5 – Applicant Reporting
• Added a new Section 6 – Remittance of Unused Program Funds.
Other updates were minor grammatical corrections.
