Jason Delo
Jason has worked for the State of Wyoming as a Probation and Parole Officer, tasked with completing Pre-Sentence Investigation Reports for the courts, as well as pre-parole placement investigations. He began working as a Compliance Officer for Labor Standards in 2005 and also served as the Wyoming Department of Employment Equal Employment Opportunity (EEO) Officer for two years. Jason became the Lead Compliance Officer for Labor Standards in Cheyenne in 2009; served as the interim Program Manager in 2016 and again in 2017; and in 2020, Jason became the Program Manager for the Cheyenne office.

Tony Cross
Tony is the Chief Human Resources Officer at the Jackson Hole Airport. He has 30 years of experience in Human Resources, including HR management (U.S. and international), employee relations, global HRIS management, policy development, organizational development, compensation, recruiting and benefits. He has worked for non-profits, technology companies, and a global structured finance company where he interfaced with HR professionals in 32 different countries. Tony was born in Detroit, grew up in Manhattan, and lived in San Francisco for 18 years before moving to Wyoming in 2013. He is also a lifelong musician, beginning his violin studies at age 4.
Outside of work, Tony is a volunteer Advocate at Community Safety Network, a Jackson-based nonprofit that supports people affected by domestic violence, sexual assault and stalking. He also currently serves as a member of the Wyoming Workforce Development Council, the Habitat for Humanity of the Greater Teton Area Board of Directors, and the WAM-JPIC Health Insurance Plan Board of Directors.

Since joining the department in 2012 as a claims analyst, she has continually advanced in her career, becoming a Customer Service Advocate in 2021 and stepping into her current leadership role as Claims Manager in 2025. A proud Wyoming resident since 2001, Erica is committed to serving her community and ensuring fair and efficient claims management for workers across the state.
Maria Young
Maria serves as the Workers’ Compensation Claims Trainer for the Department of Workforce Services, a role she has held since 2023. She joined the department three years ago as a claims analyst, bringing her expertise and dedication to the team. A proud Wyoming resident since 2020, Maria is committed to supporting the workforce in her community through education and training.
Charlene Mestack
Since joining the Division in 2005, Charlene has worn many hats and embraced every opportunity to grow. Starting in the Intake Unit, she quickly advanced to Claims Analyst in 2006. A decade later, she made history as the Division’s first Lead Claims Analyst and also serves as the go-to Medicare/Medicaid liaison. Known as the “lead Lead,” Charlene is a key player in ensuring smooth operations and exceptional service. A proud Wyoming native, she has ventured beyond the state’s borders twice—only to return, drawn back by her deep love for Wyoming and all it has to offer.
Leea Kief
Leea is a dedicated Workers’ Compensation Claims Analyst with a passion for helping others navigate the claims process. Since 2021, she has been bringing her expertise and customer service experience to the Workers’ Compensation Division, ensuring quality support for employees, employers, healthcare providers, and more. With a Business Management degree from the University of Wyoming and over a decade of proud Wyoming residency, Leea is committed to delivering compassionate, knowledgeable, and efficient service to her community.

As the Stakeholder Liaison for Wyoming’s Division of Vocational Rehabilitation, Sarah Leonard is passionate about connecting people with the resources they need to succeed. With 12 years of experience in state service—including six years as a vocational rehabilitation counselor—she brings a deep understanding of how to support individuals in reaching their full potential.
Though born in Iowa, Sarah grew up in Cheyenne and proudly claims Wyoming as home. An avid runner, she thrives on the challenge of long-distance races, having completed multiple half and full marathons. When she’s not logging miles, she’s keeping up with her two energetic English golden retrievers or cheering on her favorite football team. Whether on the track or in her work, Sarah is all about endurance, determination, and lifting others up.
Kassandra “Kass” Cruz
Kass is the Vocational Specialist for Wyoming’s Division of Vocational Rehabilitation, bringing seven years of hands-on experience to the field. She’s worn multiple hats—including Office Support Specialist and Vocational Rehabilitation Coordinator—before stepping into her current role, where she helps individuals navigate their path to meaningful employment.
Outside of work, Kass is a proud mom to two energetic little ones—a spirited 3-year-old daughter and a sweet 4-month-old son—who keep her on her toes. When she’s not embracing the joys (and chaos!) of motherhood, she loves indulging in great food and unwinding with a good show.
