As part of a process to modernize Wyoming Relay and ensure its effectiveness, Wyoming will discontinue analog captioned telephone service (CapTel) on January 31, 2026. The Wyoming Relay staff are happy to assist with information on available options for equipment and services to make Internet Protocol Captioned Telephone Service calls or how to use your current analog CapTel phone to make Voice Carry Over (VCO) calls (see below).
Captioned Telephone Service is used by persons with a hearing disability but some residual hearing. It uses a special telephone or Internet Protocol device via the Internet to simultaneously listen to the other party and read captions of what the other party is saying. Analog CapTel Service is a captioned telephone service that uses analog telephone lines and the public switched telephone network.
If you have a CapTel model 100, 200, 800, 840, or 840 Plus in analog mode, any calls attempted on these phones after January 31st will work as a standard amplified telephone with no captions. CapTel 840 Plus phones can be changed to digital mode and continue to receive captions. To change the 840 Plus to digital mode, please contact CapTel Customer Service using the blue button on the phone or by dialing 888-269-7477.
Wyoming Relay Equipment Distribution Program offers Internet Protocol Captioned Telephones and wireless (cellular) telephones with captioning apps. Some equipment models may be similar to what you are currently using, and technical assistance and support are available. Internet Protocol Captioned Telephone Service is available nationwide. The Federal Communications Commission maintains a list of providers on their website. Several of these providers also offer Internet Protocol Captioned Telephones.

Using Voice Carry Over (VCO) with your CapTel 840:
First: Enable VCO Mode by following these steps:
- Press the YES button to see the options menu.
- Press the DOWN ARROW button until the SETTINGS item is highlighted, then press YES.
- Check that CAPTION SETTINGS is highlighted. Press YES.
- Press the DOWN ARROW button until VCO mode is highlighted, then press YES.
- Check that VCO MODE ON is highlighted. Press YES to enable VCO mode.
- Press the NO button to exit back to the main screen. You should see “VCO Mode On” on the main screen.
To Place an Outbound Call using the CapTel 840 in VCO Mode:
- Dial 877-877-1474 on your CapTel phone.
- Provide the operator with the phone number of the other party you are calling.
- Once the call is connected, the other party will hear everything you say; you will read everything they say on your CapTel phone’s display. (There is no audio input for the CapTel user using VCO.)
- There will be a blue bar that will appear at the bottom of the screen on your CapTel phone. This bar will say either ***Do not talk*** which allows text to come through for you to read or it will say ***Ok to talk*** which allows your voice to be heard by the called party.
To Receive an Inbound Call using the CapTel 840 in VCO Mode:
- Inform the other party to first dial 877-877-1474 on any phone (no special equipment needed).
- When the operator is on the line, they will need to provide the CapTel user’s phone number.
- Once the call is connected, the other party will hear everything you say; you will read everything they say on your CapTel phone’s display. (There is no audio input for the CapTel user using VCO.)
