Katie Emmons

Katie was raised in Cheyenne and wouldn’t have it any other way. She travel just over the hill to Laramie for college and after getting her Bachelors in Marketing, decided to come back to the capital city. A true Wyoming girl through and through, she loves a constant breeze, lots of sky and a small town vibe. Over the last several years Katie has worked at and volunteered with several non-profit organizations including the Cheyenne Animal Shelter, Boys and Girls Club of Cheyenne, and United Way of Laramie County. Event planning is one of Katie’s true passions and spreadsheets are her first language. Katie is excited to start work with the Wyoming Council for Women, hoping to bring new ideas, a lot of energy and some real change for the women of the Equality State.

Lee Ann Stephenson
Riverside

Currently I live with my husband in the very small town of Riverside and own a seasonal campground on the Encampment River. While living in Riverside, I served on the Carbon County Senior Services Board for several years. Currently I serve on the Carbon County Specific Purpose Tax Joint Powers Board and the Sierra Madre Water Sewer Joint Powers Board. When I retired from Cheyenne I managed the domestic violence programs and funding across Wyoming as a program manager for the Victim’s Services Division of the Attorney General’s Office. Before moving to the Attorney General’s Office I worked for the Department of Family Services, in the Cheyenne field office investigating child abuse and as a juvenile probation officer. I next went to the DFS State Office as a child protection consultant, managing several federal funding streams, providing training, and policy for DFS field offices. I also served on the Child Fatality Review Team and the Children’s Trust. While both at the Attorney General’s Office and DFS state office, I worked on necessary legislation to help ensure child protection and safety from violence for women and children. I graduated in 1989 from the University of Wyoming with a bachelor’s degree in Administration of Justice. My husband and I have one son, a daughter in law and two beautiful granddaughters of which the oldest is now attending the University of Wyoming. I am a 47 year resident of Wyoming and a Wyoming Cowboys fan! My passion is riding my motorcycle particularly across our beautiful state.


District 3
(Lincoln, Sweetwater & Uinta Counties)
Annie Fletcher
Cheyenne

Annie coordinates services for at-risk students of Sweetwater County School District Number One, including supporting families experiencing homelessness, court-involved students, and students in need of mental health services. She has worked in education for over 25 years as a teacher and then as an administrator. She was raised in Rock Springs surrounded by family. After gentrification pushed the family to close their independent record store 18 years ago, she moved home with her husband, who currently supports the family business (John Bunning Transfer), and her two boys (Ian a current Ph.D. student at the University of Wyoming and AJ a spunky recent high school graduate). She is dedicated to the community of Rock Springs and Wyoming. She follows a rich family history of civic and community involvement, wanting to create a community that all people want to be part of. In her spare time, she can be found rescuing and loving one too many dogs, reading, and enjoying Wyoming with her family. Annie received her BS from Utah State in Chemistry, and later her MS in Educational Leadership from the University of Wyoming.


District 4
(Johnson and Sheridan Counties)
Susan Carr

Susan Carr is an experienced executive with a diverse background in human services, family support programs, Community facilitation and building and media management. She currently serves as the Executive Director of the Community Services Network of Wyoming, where she oversees operations and fiscal management, provides training and technical assistance, and represents Wyoming in regional and national committees. Her previous roles include CEO/Executive Director of Compass – Center for Families, where she managed multiple programs focused on child abuse prevention and family support, and various positions in media, including Publisher and Advertising Director/Sales Manager at the Buffalo Bulletin. Carr’s educational background includes studies in early childhood education, human services, and business communications. She is also a certified National ROMA Trainer and a Theory of Change Facilitator. In addition to serving on the Wyoming Council on Women’s Issues, her community involvement includes serving on multiple boards and councils, such as the Wyoming Homeless Collaborative, the Sheridan County Attainable Housing Council, and is the current chair for the Region 8 Community Action Partnership. She has been recognized for her work in media advocacy and community service, including being named Wyoming Media Advocate of the Year and receiving the P.E.A.C.E. Award from the Wyoming Coalition Against Domestic Violence and Sexual Assault.


District 5
(Big Horn, Hot Springs, Park, Washakie Counties)
Belenda Willson, BA, BS, MST
Thermopolis

Belenda Willson received her BA from UTC and a BS and MST in chemistry from FAU.  Recently she was a Quality manager for Mountain Pacific Quality Health. Previously, she was COO and quality manager for Hot Springs Health, chemistry teacher, gallery owner (17 years), pharmaceutical representative, and chemist.  She is a mother of six and widow of Dr Howard Willson.  The family moved to Wyoming in 1976. She has been an active volunteer in the medical alliance, Boy and Girl Scouts, Hospital Foundation, Rotary for over 30 years, Leadership Wyoming, the State Board of Education, school board and committee women and Wyoming Coalition on Aging. She is now retired but active in many volunteer activities, several boards, as well as most importantly, family time.


District 6
(Campbell, Crook, & Weston Counties)
Terri Lesley
Gillette

Terri Lesley is a past Executive Director for the Campbell County Public Library System. For 25 years, she has worked to support reading, lifelong learning, technology access, and diverse cultural opportunities for her community. Terri supported career technical education as a long term member of the Perkins Advisory Board. She has served on the Wyoming Libraries Database (WYLD) Executive Board and the Wyoming Libraries Shared Purchases Committee to assist with consortium governance and selection of statewide electronic resources. As a life-long Wyoming resident, University of Wyoming graduate, and Leadership Wyoming graduate, Terri is devoted to Wyoming, the “small town with long streets.” She and her husband live in Gillette, where they raised three children. When time allows, Terri enjoys hiking, boating, and creative writing.


District 7
(Natrona County)
Lisa Scroggins
Casper

A native Texan, Lisa Scroggins moved to Casper in 2016 when she accepted the position as Executive Director of the Natrona County Public Library. It is important to Lisa that people become involved with organizations that can promote her profession or improve her community. She is a member of the Wyoming Library Association’s LEAD Interest Group (Leadership, Excellence and Development) and is a member and past chair of the WLA Legislative Committee. Lisa is an active Rotarian and was President of the Rotary Club of Casper, serves on the Board of Directors for Mimi’s House, is a member of the United Way of Natrona County’s Community Investment Committee, a PEO member, a Casper Area Chamber of Commerce Ambassador, and is involved in the Cowgirl Run Fund. Lisa is also a 2019 Leadership Wyoming graduate and a proud member of the Wolfpack. Lisa served on the Edwards County (Texas) Chamber board, and volunteered for the 4-H Program and Edwards County Volunteer Fire Department’s auxiliary group. She is a former classroom teacher, speech and debate coach, and campus principal. Lisa and her husband have a teenage daughter, two grown sons, three grandsons, and four grand-dogs. She enjoys spending time with her family, cooking, gardening, and is learning to quilt.

Kate Debowe Hayes

Kate is the founder of a Non-Profit, Connect2Women which focuses on connecting women across Wyoming for networking, development and growth by hosting workshops around the state as well as a statewide mentor program and year-long connection opportunities.  She is the owner and coach at High Ground Coaching and Development where her main goal is to influence the way people and organizations look at personal and professional development through one-on-one coaching, trainings and workshops, keynote speaking, and mentor programs. Kate moved to the I80 corridor in 2008 after years spent in Arizona, dreaming of Wyoming! She now resides in Fremont County with her husband Scott Hayes and loves the wide-open spaces.  She enjoys walking the land, attending to her myriad of animals, crochet and reading. But most of all, Kate is passionate about inspiring Wyoming Women to reach for greatness.

Natalia Duncan Macker

Natalia D. Macker is Chairwoman of the Teton County Board of Commissioners. She serves on the Wyoming County Commissioners Association’s (WCCA) Executive Committee as Treasurer and is the past chair of the Health, Safety & Social Services Committee. Macker’s work includes health-in-all policies, affordable housing, human services, and water quality protections. As the youngest member and only woman on the Commission, Macker focuses on advancing women’s representation in government and leadership. She passionately pursues collaborations to fight for the economic future of women and advance equity in the Equality State, including as the cofounder of the Wyoming Women’s Action Network and a founding member of Cowgirl Run Fund. This involves championing gender wage gap efforts, proposing pregnant workers fairness legislation, and early childhood education and care. Macker is a gubernatorial appointee to the Wyoming Council for Women and the DEQ’s Land Quality Advisory Board. Commissioner Macker was the WCCA 2019 Commissioner of the Year—the first woman to receive the award. She was included in the Wyoming Business Report’s 40 Under 40 and received the Ruby Award from the Soroptimists of Jackson Hole for her service to women. She is a NewDEAL Leader, and, in 2019, she was nominated for the Young Elected Officials’ Network Barbara Jordan Leadership Award.  She holds a BA cum laude from Yale University and lives in Jackson, WY with her husband and two sons where she is the Artistic Director of Off Square Theatre Company.

Jennifer Wilmetti
Rock Springs

Jennifer is a government and psychology teacher at Rock Springs High School.  She has served in various leadership positions for Sweetwater County School District Number One, including social studies department chair.  She earned her bachelor’s and master’s degrees from the University of Wyoming. Jennifer graduated with the 2019 class of Leadership Wyoming and currently serves on the Leadership Wyoming board. She is also the vice chair of the Sweetwater County Museum board. She is a lifetime member of the University of Wyoming Alumni Association, having served as a former member of the board of directors.  She is a member of the Wyoming Education Association, American Psychological Association and Teachers of Psychology in Secondary Schools.  Jennifer was named 2014 Teacher of the Year for Rock Springs High School, is a 2016 Founders Fellow for the Bill of Rights Institute, and served as the 2017-2018 Sweetwater Education Association vice president.

Kristin Walker is the Principal of Three Elephant Public Relations. Prior to founding the firm, she spent six years working in Washington, DC as a Communications Director for Members of Congress and four years working in public affairs in Wyoming. She’s worked with local, state and national media to maximize earned media opportunities for clients, while leveraging multi-pronged public advocacy campaigns to achieve winning results. Kristin has designed, implemented and administered successful public relations strategies that include social media, digital outreach and advertising and website development. She spearheaded a winning senatorial campaign that garnered national attention and has directed public relations campaigns for a wide-variety of clients and projects including government agencies, businesses, non-profits, restaurants, start-up companies and many more. Raised in Jackson, Wyoming, Walker has a B.A. in Government from the College of William and Mary in Williamsburg, Virginia.

JoAnn Skeim-True

JoAnn Skeim-True is a petroleum geologist from Casper and has worked in the oil and gas industry for 20+ years.  She received her BS and MBA from the University of Wyoming. 

JoAnn volunteers her time with nonprofits and serves on several boards, both in Casper as well as across the state, including CASA of Natrona County, Advance Casper, Platte River Trails, the Wyoming Hunger Initiative, Wyoming Ag in the Classroom, the Central Wyoming Fair Board, and the Wyoming State Geological Survey Advisory Board.  In addition, she is involved with the Cowgirl Run Fund, a nonpartisan political action committee (PAC) that encourages women to run for public office in Wyoming at the local and state level.  She is also a Leadership Wyoming graduate. JoAnn and her husband, their six children, daughter-in-law, and son-in-law are all fortunate to live in the great state of Wyoming.  She is passionate about the geology that abounds in the state and enjoys hiking and trail running with her dog.
