CHEYENNE – The Department of Workforce Services (DWS), in conjunction with the OSHA Commission, is seeking public comment on the repeal of OSHA’s Anchor Testers program rules.

In November 2025, updates to the oil and gas rules went into effect that simplified and clarified all activities, including processes for guylines and anchors. These standards, which align with federal guidance and manufacturer recommendations, are now included in Chapter 15 of the OSHA – Wyoming Oil and Gas Well Drilling, Servicing, Special Servicing, Completion, Plugging, and Abandoning of Wells rules. Because of this change, the separate OSHA Anchor Testers program rules are no longer used or needed.

Please visit Wyoming Administrative Rules for a copy of the current rules being repealed. More information on the changes is available in the statement of reasons.

The public comment window is open through Feb.9, 2026, and comments may be submitted using the online form.
